Instructions
Turn the oven on to 350°F. Apply nonstick spray to a 9 x 13 baking dish. Put aside. To make the cinnamon filling, place the flour, brown sugar, and cinnamon in a medium-sized basin and whisk until well blended. Put aside.
In a medium bowl, combine the flour, brown sugar, cinnamon, and melted butter until it forms coarse crumbs for the crumb topping. Using your hands, combine to create larger chunks of crumb. Put aside.
To make the cake, use a stand mixer bowl with a paddle attachment attached. Beat the butter, granulated sugar, and light brown sugar on medium speed for two minutes, or until the mixture is light and fluffy.
Stir in the eggs, sour cream, vanilla, salt, and baking powder. Mix until smooth and well incorporated, scraping down the sides of the bowl as needed, for one minute. Reduce the speed of the mixer to low and gradually add the flour and milk, starting and finishing with the flour. Once more, mix just until smooth and blended, scraping down the sides of the bowl as needed.
Half of the cake batter should be spread into the prepared pan. Evenly distribute the cinnamon filling over the batter. Scatter the remaining cake batter over the coating of cinnamon. Sprinkle the crumb topping evenly over the surface. Bake for 40 to 45 minutes, or until a toothpick inserted in the center comes out clean and the cake is set.
After taking the cake out of the oven, set the pan on a wire rack to cool fully. Blend the milk and powdered sugar until smooth, then pour the mixture over the cake that has cooled. Alternatively, you might omit the icing and sprinkle with powdered sugar.
